Provide option to avoid user validation on permission actions

Description

It is common practice to validate users on actions involving users. However, in the some cases where Confluence orphans user based entries when a user is removed, the validation gets in the way of dealing with the orphaned entries. While we may avoid our validation and depend on the user providing the exact user id needed by the underlying API, it still needs to also pass validation testing of the underlying API.

In the case of orphaned user for removePermission, the underlying API used is going to fail on the not found user .
